Leon DeCosta Dash Jr. was born March 16, 1944 in New Bedford, Massachusetts and grew up in New York City's Harlem and the Bronx. Dash is a 1968 graduate of Howard University with a BA in history. He was a visiting professor of political science at University of California-San Diego in 1978.
